COOPI – Cooperazione Internazionale is an Italian non-governmental organization founded in Milan in 1965 and presents in 33 countries. COOPI is formally register and operate in Libya since 2021. COOPI applies a community-based approach where protection is mainstream in all of its multi-sectorial projects combining and connecting its intervention on livelihood, wash, education and human mobility.
COOPI is now recruit a Field Officer for a new project to be implement in Libya (South and Fezzan) Project Name: Recovery, Stability and Socio-economic Development in Libya” Baladiyati Phase 2 – T05 EUTF-NOA-LY-13 01.
Duty Station: Senwan and Awal.
Duration: 8 months starting from May 2024
DUTIES AND RESPONSIBILITIES
The overall purpose of the role: The field officer will primarily support the effective implementation of
Wash activities projects and rehabilitation projects within two municipalities in the western south of Libya at Senwan and Awal by regular visits and mobilizing to both municipalities. The field officer (in each target community) will directly guide the implementation of Wash projects and rehabilitation projects in their respective community.
Planning and management of project activities:
o The field officer should be based in Senwan or Awal for doing field visits for both
municipalities.
o In coordination with the Wash Engineer, he/she plans, implements, and monitors projects’
activities, in compliance with the contract signed with the donor and with COOPI and the
donor’s procedures;
o Conduct needs assessment and discussions with community stakeholders to identify gaps and
needs in each target community;
o Ensure community engagement in the participatory planning process and ensure continual and
consistent sharing of information with beneficiary/authority stakeholders;
o Liaise with contractors/implementing parties regularly monitor project implementation progress
and quality;
o Provide updated information as required to Wash Engineer and Program Manager on the status
of the projects and new developments in the target community;
o Secure commitments from community leaders/stakeholders to engage in the projects
implementation and planning process as established in the project design/mandatory checklist.
o Support the handover of the projects to the target community;
o Uphold the professional standards related to the provision of humanitarian assistance, as well as
COOPI Code of Conduct, and ensure their compliance with project activities;
o Promote accountability to the affected populations by the establishment and maintenance of
accountability mechanisms within the potential project, and by ensuring a continual sharing of
information with beneficiary/authority stakeholders;
o He/She ensures the collection of field data based on project needs;
o He/She ensures that WASH activities are carried out in compliance with the Logical Framework
and related indicators;
o He/She provides qualitative analysis of environmental sector performance and identifies key
issues;
o Coordination and attending the Multistakeholder Groups, facilitate the cooperation between the
different strategic actors and develop a common strategy to enhance access to basic services
in project municipalities;
o Prepare the BOQ and scope of work and technical drawings and assessment reports during the
assessment phase and implementation phase and monitoring phase;
o Arrange and conduct interviews and meeting and collect data from the local authorities and
Multistakeholder during the life cycle of the project;
o He/She cooperates with the Wash Engineer and Project Manager for all communication,
awareness and fundraising activities implemented in and for the country, also supporting the
donor’s visibility.
Coordination
o He/She ensures good coordination with local partners to organize joint programmatic activities
and ensures the highest quality standards in implementation;
o He/She ensures presence in national and sub-national WASH platforms as well as on the ground;
o He/She regularly participates to coordination meetings concerning implementation, operational
and security matters, ensuring that feedback of information is channeled internally.
Logistics / Administration
o Support Logistics/Procurement team with sourcing of suppliers in target community if
necessary;
o He/She ensures proper update of inventories related to assets acquired or assigned to the project,
in collaboration with the Wash Engineer and Project Manager;
o He/She ensures the compliance with COOPI procedures (logistics, finance, security).
Institutional Relations
o Under authorization of the Wash Engineer and the project manager, he/she relates with technical
departments at the institutional level and participates at technical meetings with relevant
stakeholders;
o He/She ensures smooth communications with local project’s partners and beneficiaries, in
compliance with the organization’s guidelines;
o He/She contributes to raise the COOPI’s profile, keeping the organization abreast on the latest
technical guidance and recommendations.
Capacity Building
o He/She plans and organizes capacity-building activities for the local partner;
o He/She shares knowledge and skills related to the WASH sectors within the project team.
o He/She supports local counterparts and project stakeholders in defining training, capacity
building, and awareness campaigns on sanitation practices during the assessment phase;
o In coordination with relevant national public and private stakeholders, he/she ensures the
preparation of a training plan for municipality technical focal points;
Monitoring
o He/She ensures effective collaboration with the Wash Engineer and Project Manager in
monitoring, evaluation and documentation of all activities and processes, ensuring the analysis
of data collected (at various levels) to inform activity changes to improve programme quality.
Reporting
o He/She ensures timely preparation of technical and internal monthly reports and regularly
organize project review and assessment reports and site visit reports.
Program Development
o He/She contributes on possible opportunities of project designing/funding;
o He/She elaborates, writesand preparesall necessary documents to present new projects, in
accordance with the organization’s processes and procedures.
Any other task agreed with the Wash Engineer and or the Project Manager.
All the tasks are to be implemented in harmonic coordination with the Wash Engineer and/or the project
manager.
REQUIREMENTS
o Higher education / university degree (bachelor’s or master’s degree) or an equivalent mix of
experience and training in the field of Civil Engineering,Physical
Science,Geology,Environmental Science, orMechanical Engineering;
o Excellent spoken and written knowledge of the country’s working language (English and
Arabic).
o Mastery of the Office package and the main programs and tools for communication and
computer research;
o At least 3 years of experience in the field of Wash projects and rehabilitation projects with
accountability for demonstrable results and reporting responsibilities (experience in Libya
desirable);
o Demonstrated writing skills in working languages (English);
o Excellent organizational skills, flexibility, strong spirit of initiative and autonomy in work,
pragmatism;
o Resistance to stress, ability to work under pressure and with imposed deadlines;
o Excellent ability to work in teams and for objectives, ability to train employees, assertiveness, decision-making attitude;
o Skills and experience in project/program planning, delivery, monitoring, reporting, monitoring
and evaluation.
o Skills in Engineering software such as AutoCAD.
o Preferred: A valid driver’s license and access to a car which can be used for work purposes.
o Willingness to travel, meet new people and address the needs of the community (if not based in
Tripoli, some travel to Tripoli may occasionally be required depending on security situation).
o Aptitude for working in sensitive and complex political and security contexts and multicultural
environments;
o Excellent listening, negotiation and communication skills;
o Preferred: minimum 1-year professional experience with an NGO or local CSO providing
humanitarian assistance.
