Context of the position and key challenges
The Grants assistant for CSOs works under the direct supervision of the Grants and Partnerships Manager and is primarily responsible for overseeing the implementation of grants provided to local entrepreneurs, small business owners and civil society organisations CSOs. This entails supervising the sub-grants process, documenting relevant information, and ensuring that projects are executed according to established guidelines. The Grants Officer also acts as the main point of contact during the implementation phase, ensuring compliance, providing support to subgrantees, and addressing any contractual issues that may arise.
Another responsibility of the Grants assistant is to assess the capacity building needs of the subgrantees. This involves identifying areas where additional training and support may be required to enhance the subgrantees’ ability to successfully execute their projects.
In summary, the Grants assistant plays a crucial role in overseeing the implementation of grants for CSO’s. They supervise the sub-grants process, ensure compliance, provide support to subgrantees, address contractual issues, assess capacity building needs, and coordinate with Base Managers for local authority liaison requirements.
Key roles and responsibilities
Functions
1 Grantees Support and management:
a. Train grantees on the Acted FLATS procedures & manual
b. Support the implementation of activities by local grantees
c. Support the reporting completion of grantees
d. Ensure grantees adherence to ACTED FLAT procedures and ACTED “technical guidance about subgrating to civil society organizations”.
2 Project Reporting & Compliance:
a. Support draft of narrative reports and contribute to the development of financial reports through regular budgetary follow up
b. More generally, communicate systematically to the Project Manager & Project Officers on project progress and planning
c. Ensure that grantees are able to document their selection of beneficiaries and that they can provide data to ACTED, when requested.
Adhering to timelines for each milestone is a crucial responsibility of a grants officer to ensure the smooth progress and successful completion of grant projects.
The Grants Officer may also be requested to provide support for the implementation of grants as part of other projects implemented by acted in Libya.
3 Monitoring of subgrantees
a. Conduct regular field visits to the grantees, to see their activities and meet with the beneficiaries
b. Analyze technical added-value and project impact.
c. Set up technical evaluation exercises during and following implementation. Identify best practices and lessons learned together with the grantees.
d. Draft memos detailing lessons learned and best practices identified during the project, especially in the grantees activities.
e. Manage all incoming and outgoing documentation to Subgrantee.
f. Maintain high standards of information management and filing.
g. Translate all necessary documentation from Arabic to English, as required.
4 Capacity Building:
a. Support Subgrantee capacity building requirements or coaching on planning the various stages of activity implementation, if required
5 Other:
a. Provide regular and timely updates on progress and challenges to supervisors and other team members.
b. Assist project team members with other activities, as requested by immediate supervisor.
c. Perform any other related activities as assigned by immediate supervisor.
Required qualifications and technical expertise
1. Bachelor’s degree in either Business administration, Business Management, or Finance required.
2. At least 2 years of field experience in humanitarian work, civil society experience strongly preferred.
3. Ability to understand donor and governmental requirement is preferred
4. Ability to work with culturally diverse groups of people.
5. Ability to travel and work in difficult conditions and under pressure.
6. Highly proficient in written and spoken English and Arabic
7. Proficient knowledge of Microsoft office (Word, Excel, Powerpoint…)
